Supply chain support plan

Rio de Janeiro, September 16 2010 – Petróleo Brasileiro S.A. - Petrobras announces the launch of the "Progredir" Program, a tool designed to facilitate the supply of credit at volumes and under conditions that are appropriate to foster the enhancement of the base and the sustainable growth of the company's supply chain.

The initiative was developed together with six of the biggest retail banks operating in Brazil (Banco Bradesco S.A., Banco do Brasil S.A., Banco Santander (Brasil) S.A., Caixa Econômica Federal, HSBC Bank Brasil S.A. – Banco Múltiplo, Itaú Unibanco S.A.), the BNDES, the National Program to Mobilize the National Oil and Gas Industry (Prominp), and with professional associations representing the goods and service supplier industry in the country.

The Program is intended for all Petrobras suppliers, whether direct or indirect, and focuses especially on those that face the most difficulties to raise funds and leverage their production.

The Program is based on granting credit to the supply chain, backed by receivables not yet performed in each of the contracts signed among chain participants. The credit will not involve Petrobras resources, but the Company will be the anchor of the program, since the receivables generated by Petrobras will provide greater support and assurance for the granting of non-performed credit to its entire supply chain.

The Program is starting its Pilot phase and is expected to be operational and available to all suppliers as of February 2011.

This announcement is not an offer of Petrobras shares. Petrobras shares may not be offered or sold in the United States absent registration or an exemption from registration, and Petrobras currently intends to register the proposed offering in the United States. Any public offering of Petrobras shares will be made by means of a prospectus containing detailed information about Petrobras and the offering.
